摘要
"三社联动"日益成为基层治理的重要命题,以往的研究普遍忽视"三社联动"的机制及其理论基础。同时,对于"三社联动"的研究也较少勾连到城市基层治理实践之中。基于此,本文在理论上借助社会理性视角建构了"基层治理的社会化"作为"三社联动"机制的一种分析框架。基于上海梅村(社区)的经验研究显示,在基层治理实践中,国家与社会之间并非二元对立关系,而是在社会理性基础上形成的地方国家与基层社会的共享粘连关系。"社区为本"、"将政社关系带回来"、"以社区为中心"的治理实践是对"基层治理社会化"命题的有效诠释,也是"三社联动"机制的核心维度,它有助于重构城市基层治理中(地方)国家与(基层)社会的关系架构,使社会工作、社会组织与社区相关主体得以有效联动,并为社会工作、社会组织有效嵌入基层社会提供核心依据。
The ＂CSS （community, social organization, and social worker）cooperation＂ has increasingly become one of the most important issues in grassroots social governance while the precedent studies neglected its mechanism and theoretical basis. Meanwhile, research on ＂CSS cooperation＂ was less likely hook to the grassroots governance practice. Based on this, this paper constructs an analysis framework named ＂socialization of grassroots governance＂, which theoretically relies on the perspective of social rationality. Based on the empirical research of Shanghai Mei Village （Community）, it shows that there is no such conflict relationship between the state and society in the practice of grassroots governance, but exists a shared and adhesive relationship between the local state and the grassroots society which is formed on the basis of social rationality. Governance practice, such as ＂Community-based＂, ＂bringing state-society relation back＂, and＂community-centered＂, are effective interpretation of the proposition of＂socialization of grassroots governance＂ and core dimensions of the ＂CSS cooperation＂ mechanism. The above governance practice devotes to reconstruct the relationship framework between local state and grassroots society in urban grassroots governance, so that social workers, social organizations and community-related subjects can be effectively linked. The above governance practice also provides the core basis for social workers and social organizations to effectively embed in the grassroots society.
