充分的信息是政府与市场做出科学决策的基础,而信息不完全不仅会导致市场失灵,也是政府失灵的重要致因之一。因此,信息是政府何时、何种程度引导和干预经济的决定因素之一,政府与市场信息资源的占有情况对于政府干预行为的决定具有重要影响。大数据时代所具有的信息聚集、处理和加工能力,以及由此衍生的统计、分析、预测等重要信息产业,将对传统经济中政府与市场所能掌握的信息资源产生重大影响,进而带来一些新的现象和问题。对此,政府需要根据新变化及时做出调整和准备,以更好迎接大数据时代带来的信息资源冲击。
