摘要
本文采用全球价值链收入法来分析国内价值链,并在此基础上用三个衡量指标来分析国内价值链中三个方面的问题:国内价值链的生产分工程度、各地区在价值链上的位置以及价值链收入的结构特征。以交通运输设备制造和通信设备制造为例,通过对2007年和2010年国内价值链的核算和指标分析,本文的研究结果表明:(1)这两个产业的国内价值链的生产分工程度趋于降低;(2)一些地区虽然表面上具有竞争力,但是在价值链中的地位有所下降,然而,广东在通信设备制造的国内价值链中具有明显的优势;(3)资本收入在价值链收入中占比仍然过高,影响价值链向高端升级。因此,在全球经济不景气、国际贸易收缩的背景下,我国应该借机培育国内价值链,以成熟的国内价值链来参与全球价值链的竞争。此外,本文所采用的研究方法和提供的实证结果可以为政策研究提供决策依据。
This paper adopts the Global Value Chain （GVC） Income Approach to analyze national value chain （NVC） by using three measurement indicators on three aspects： the extent of prodcution fragmentation in the NVC, the position of each region on the NVC, and the NVC income structure. The transportation equipment and communication equipment manufacturing setors are taken as examples for this analysis. Through the accounting of NVC and the analysis of the indicators for the years of 2007 and 2010, the paper gives the following results that （1） the production fragmentation level is lowered in these two NVCs; （2） Some regions slipped back to a lower position in the NVCs although they seem to be more competitive; however, Guangdong Province takes obvious lead in the NVC of communication equipment manufacturing; （3） the capital income still accounts for a large share in the NVC income, which hinders the uograding of the NVC. Therefore, while the global economy is undergoing depression and the international trade is shrinking everywhere, China should take the opportunity to develop its own NVC so that it can join the GVC competition with its mature NVC. In addition, the methodology and the empirical results provided by this paper can be solid support for policy studies and policy-making.
