女性公务员职业发展阻滞机制与阻滞效应

摘要 女性公务员职业发展过程中产生的"短板"与"疏板"效应影响了女性公务员职业的可持续发展,减少了女性参政议政机会,降低了女性参政议政能力与执政效率。为从根本上解决女性公务员职业阻滞问题,必须全面系统分析女性公务员职业发展阻滞机制的系统构成,探究其形成机理。需要充分发挥与我国女性公务员职业发展相关的非正式制度的引导功能,增强与我国女性公务员职业发展相关的正式制度的供给能力。 The effects of the “Short board” and “sparse board” in the process of the career development of female civil servants, affect the sustainable development of female civil servants ’ profession, as well as reduce the chances of female participation in politics and debase the female political ability and ruling efficiency. In order to fundamentally solve the problem of female civil servants occupation retardation, we must comprehensive-ly and systematically analyze the system structure of female civil servants career develop-ment blocking mechanism, and explore its formation mechanism. It is necessary to give full play to the guiding function of the informal system related to the career development of female civil servants , and to enhance the supply capacity of the formal system related to the career development of female civil servants.
