摘要
当前,我国区(县)级公安机关存在内设机构和警种部门庞杂、职能交叉重叠等问题,最终导致社会管理与服务中的"缺位、错位、越位"现象普遍存在,造成警务管理负担过重、效率显得不高。为此,要加快推进实战警务机制建设,积极探索"大部门""大警种"改革,压缩指挥层级、实施合成作战,着力提高动态化信息化条件下驾驭社会治安局势的能力,不断增强人民群众安全感。
At present,the Public Security Organs bear some problems the complex internal organs and police departments and overlapping functions,and then lead to social management and services in the ＂absence,dislocation,offside＂ phenomenon,which result in police management burden and the inefficiency.Therefore,we should speed up the construction of actual combat police mechanism,and actively explore the＂ Big police species＂,＂Big department＂ reform,compress command level,implement the synthetic operations,make great efforts to improve the dynamic information under the conditions of the ability to control the social security situation,and continuously enhance people′s sense of security.＂
