摘要
针对共享单车所属经济范畴的争议问题,在共享经济理论分析框架下,对共享单车经济学属性进行了分析评述。研究认为,由企业改造的闲置私人单车属于共享经济下的物品,此类共享单车发展需要企业设计相应的激励机制,鼓励更多的闲置单车投入社会以循环利用资源,提高社会闲置交通资源的使用效率;通过融资新增产能并大量新投入使用的共享单车严格意义上不属于共享经济,属于分享经济范畴;共享单车发展在很大程度上是社会资本的趋利性所致,在发展过程中也暴露出很多问题,政府应当对共享单车的数量、空间分布、停放等方面进行规划、监管和一定程度的控制,使其在不影响正常城市交通秩序和效率的情况下能够健康发展。
As for the controversial issue of economic category of bicycle sharing, economic attributes of bicycle sharing were analyzed and commented based on the framework of sharing economic theory. Research shows that privately idle bicycles transformed by the enterprises belong to the goods under sharing economy, and their development needs enterprises to design corresponding incentive mechanism to encourage more idle bicycles to be put into the society, in order to recycle resources and improve the efficiency of the use of idle transportation resources ; a large number of new bicycles sharing by financing which have been put into use don't belong to the sharing economy in the strict sense, and they belong to the category of sharing economy; the development of bicycle sharing is largely the result of the profit ofsocial capital, and many problems have also been exposed in the process of development. The government should plan, supervise and control the amount, space distribution and parking of bicycle sharing so that it can develop healthily without affecting the normal traffic order and efficiency of the city
