摘要
在国际气候变化议题设置与推动中,欧盟是特殊的参与实体,扮演了十分重要的角色。通过观察欧盟领导力起伏变化的历程,分析欧盟领导力的影响因素,构建了欧盟气候变化领导力模型,回答了欧盟气候变化领导力变迁的原因。随着中国国际地位的上升,中国作为气候变化领导者之一的角色得到越来越多的认可。中国应基于自身经济发展战略与实力,灵活调整气候变化议题的谈判策略,创新治理机制,充分发挥领导力作用,为遏制全球变暖、解决环境难题作出贡献。
It’s found that EU has played a significant role in international climate change agenda as a special participating entity.The paper aims to analyze the influence factors of EU leadership through observing the ups and downs of EU leadership.It is trying to answer the question why EU climate change leadership changes by constructing the EU climate change leadership model.With the rise of China’s international status,more and more countries realize that China has being playing one of leading roles regarding climate change issue.China should make its own contribution to tackle global warming issue though adapting negotiation strategy on climate change issues in accordance with our own strength and developing governance mechanism creatively.
