摘要
国家监察体制的建立,致力于通过从行政监察向国家监察转变,实现监察体制的整合,通过从单一监察向复合监察转变,实现监察关系的重构,通过从惯性监察向规制监察转变,实现监察手段的优化,全方位突破了原有体制的弊端,理顺了监察要素、系统、环境的关系,构建起全域立体监察模式,是创新党统一领导下的无缝隙权力监督体系和反腐控制网络的力举。
The establishment of national supervision system aims to from administrative supervision to national supervision, integrate the supervision system through transferring to reconstruct the supervision relationships through transferring from simplex supervision to comprehensive supervision, and to optimize the supervision methods through inertial supervision to regulatory supervision. The new supervision system has totally corrected the drawbacks of the original system, rationalized the relationships among supervision elements, system and environment, and established the sweeping multi-dimensional supervision mechanism. This is a significant measure to innovate the seamless power supervision system and the control net of anti-corruption led by the Party.
