摘要
物流业监管体制已经不适应"互联网+"时代,主要存在监管主体混乱、监管手段落后、监管力度软弱、行业组织孱弱和社会监督缺失等问题。本文通过借鉴美、日物流业监管体制和实证研究山东临沂物流业监管体制提出,物流业监管体制变革创新的根本路径是完善物流业监管法律体系:改革监管组织机构,运用"互联网+X"监管模式,加强行业组织建设,培育社会监督等,从而达到政府监管、行业自律和社会监督"三驾马车"共同发力,实现物流业监管的社会共治。
The logistics industry supervision system could not have adapted to the Internet era, which mainly exists several problems such as chaotic regulators, backward regulatory means, weak supervision power, weak industry organization and lack of social supervision and so on. By reference to the logistics industry regulatory systems in USA and Japan and empirical research of Shandong Linyi logistics industry supervision system, the fundamental paths of logistics supervision system innovation are to improve the legal supervision system of the logistics industry; reform supervision organization; the use of ＂Internet ＋ X＂ supervision modes ; strengthen the construction of industry organizations ; cultivation of social supervision, which will achieve the government regulation, industry self-discipline and social supervision of ＂three carriages＂ joint force and make the logistics industry supervision of social cohabitation realized.
