摘要
建设责任政府不仅要明确责任政府的内涵,梳理出责任政府的基本特征,更重要的是要结合其特征,依循责任设定、责任履行、责任评估、责任追究的顺序,在政府运行的全过程和主要环节中构建一个有机的、完整的制度链条,为责任政府的实现提供坚实的制度保障。
Responsible government is the essential requirement and target for the democratic governance and administration. Its construction depends not only on clarifying the connotation and characteristics of responsible government, but also, and more importantly, on constructing an organic and complete system chain, according to responsibility setting, performance, evaluation and investigation, to afford stable guarantees for the realization of responsible government.
