摘要
2014年1月,国家正式提出了精准扶贫,到2020年农村贫困人口实现脱贫,贫困县全部摘帽,这已经成为我国到2020年全面建成小康社会这一宏伟目标的艰巨任务。目前,全国上下掀起了扶贫攻坚的高潮,发展农业、提高经济效益仍然是最基本、覆盖面最广的产业扶贫内容。针对我国农村贫困人口主要分布在耕地少、资源不足、生态环境脆弱和重点生态功能区的特点,本文提出了以发展高效生态农业模式,建立生态循环技术体系,构建生产和消费精准对接信息平台为推动力的脱贫致富思路,实现贫困区在保护生态环境,利用有限的水土资源发展经济、提高经济效益的可持续脱贫致富目标,并以相关技术的具体方案,提出了实施高效生态农业发展模式的措施和建议。
In January 2014, the state formally put forward the precision poverty alleviation that: by 2020, the poverty- stricken population in the rural areas is able to achieve poverty alleviation, and all the poor counties had become the urgent task of the grand goal of building a well- off society by 2020. At present, the whole country sets off a climax of poverty alleviation, the development of agriculture, improve economic efficiency is still the most basic, the widest coverage of the poverty alleviation content. To the characteristics of poor rural areas in China, such as less cultivated land, insufficient resources, fragile ecological environment and key ecological function areas, the paper puts forward the idea of developing efficient ecological agriculture model, to build a production and consumption of precision docking information platform for the driving force of poverty alleviation ideas, to achieve poverty-stricken areas in the protection of the ecological environment, the use of limited water and soil resources to develop the economy and improve economic efficiency of the sustainable poverty alleviation goals. In this paper, the specific measures of the relevant technology, puts forward the implementation of efficient ecological agriculture development model measures and recommendations.
