摘要
区域贫困差异一直是学术界和政府决策层关注的重点。综合比较县域贫困脆弱性对于更好地实施贫困地区扶贫攻坚战略非常重要。基于2016年湖南省贫困县的调研,遵循可获得性、可比性和可操作性原则,选取了生存脆弱性、健康脆弱性、教育脆弱性、脱贫能力脆弱性4个准则层,共15个指标,构建了县域贫困脆弱性评价指标体系,运用主成分分析方法确定评价指标权重,建立了县域贫困脆弱性评价模型,得到了不同县域的贫困脆弱性指数、分级阈值和区划图。结果表明:茶陵、永顺与会同处于贫困的低脆弱区,凤凰处于贫困的中等脆弱区,邵阳与江华处于贫困的高脆弱区。
Regional disparity of poverty has always been a greatly significant issue to both academic enquiry and government policy. It is very important that to know the poverty vulnerability of county for implementing the poverty areas＇ poverty alleviation strategy effectively. Based on the research and survey of poverty-stricken counties in Hunan Province, according to the principles of availability, comparability and operability, and selecting four criterion layers, which included the vulnerability of survival, health, education and the ability of poverty resistance, the index evaluation system of poverty vulnerability was established. By using principal component analysis to determine the weight of estimation indices, a poverty vulnerability assessment model of county was constructed. Making use of the model, we got the poverty vulnerability indices, threshold value and vulnerability zone in different sample poverty-stricken counties in Hunan Province. The results show that Chaling, Yongshun and Huitong were located at low fragile zone of poverty, Fenghuang was located at moderate fragile zone of poverty, Shaoyang and Jianghua were located at high fragile zone of poverty.
