摘要
脱贫攻坚的决定性进展为实施乡村振兴战略奠定了良好的基础。将"集体经济破零"作为贫困村脱贫的重要指标之一,为农村集体经济的壮大提供了良好的导向作用。通过对山西省32个贫困县185个村庄的实际调研发现,现阶段的扶贫政策使得农村集体经济取得较大进步,同时还存在地区之间发展不平衡、贫困村与非贫困村的发展能力之间存在着差异以及"内源性收入"较少等问题。解决这些问题,因地制宜发展产业是关键,集体资产的保值增值是发展集体经济的重要方式,最后在政策上应兼顾贫困村与非贫困村,实现共同富裕。
The decisive progress in overcoming poverty has laid a good foundation for the implementation of the rural revitalization strategy. Taking ＂collective economy breaking zero＂ as one of the important indicators of poverty alleviation in poor villages, provides a good guiding role for the expansion of rural collective economy. Through the actual investigation of 185 villages in 32 poor counties in Shanxi province, the current poverty alleviation policy has made great progress in the rural collective economy, and there is also an imbalance in the development between the regions. There are some differences between poor and non-poor villages and less endogenous income. To solve these problems, it is the key to develop industries according to local conditions, and to maintain and increase the value of collective assets functions as the significant means to develop. Finally, the policy should take into account the poor village and the non-poor village to realize common prosperity.
