摘要
在国家引导地方本科高校转型的背景下,地方高校必须加快校内治理结构改革,建立新型学院制。在新型学院制建设中,要转变观念,做好顶层设计,推进综合改革,着重抓好专业调整、学科整合、学院重组,以及明晰校、院两级责权利,科学开展目标管理和绩效考核,以推进现代大学制度建设,适应并保障学校转型发展。
Under the background of the transformation of the local undergraduate universities guided by the government, the local universities are expected to speed up the reform of internal governance structure, establish a new collegiate system. In the course of constructing the new collegiate system, it is a must to transform concepts, complete the top-level design and pro mote comprehensive reform. Meanwhile, the constructing work should center on adjusting majors, integrating subjects, reor ganizing colleges, pairing with the distinct responsibility, right and benefit between universities and their colleges, and the implementation of the target management and performance appraisal in order to push forward the construction of modern university system, and adapt to and guarantee the transformation and development of the local universities.
