摘要
东盟50年是一个不断探索和取得进步的过程,它所创建的"东盟方式"有别于欧美的思维方式和制度设计,体现了亚洲的思想、文化精神,具有深刻的现实意义。东盟在维护成员国主体地位和坚守不干涉原则的基础上,通过协商合作凝聚共识,使一个战乱、贫穷的东南亚地区走向和平、稳定与发展。"东盟方式"也被称为一个成员间交往与合作的进程,而这个进程体现为成员间一种非正式的一致性构建与非冲突性的讨价还价过程。东盟推动的议程大都要经过一个反复协商、不断修订和逐步增进的过程,共识是在过程中逐步形成的。"东盟方式"基于共识原则,更体现为责任精神,孕育在东盟的发展进程之中。中国与东盟打交道让"中国方式"与"东盟方式"寻求对接,尽管双方关系存在诸多矛盾,但总的来说维护了稳定与合作的大势。从更广的视角和更深的意义来看,中国与东盟是在为探求构建新型国家关系和地区秩序而努力。
ASEAN has continuously made progress in its quest for regional development and order in the last 50 years.Differing from the Western way of thinking and institutional design,the established ASEAN Way embodies Asian ideas and cultural legacy,thus having profound practical significance.Adhering strictly to the principle of non-interference and ASEAN centrality,ASEAN has turned a war-ridden and poor region into a peaceful,stable and fast growing region though consultation and cooperation.The ASEAN Way constitutes a process of exchanges and cooperation among its members,featuring an informal consensus-building and non-antagonistic bargaining.The agendas advocated by ASEAN is often set through repeated consultations,revisions and continuous refinement in order to reach a consensus.The ASEAN Way stands for the principle of consensus and the spirit of responsibility,which are conceived in the development of ASEAN.Thus,when interacting with ASEAN,China should align the China's Way with the ASEAN Way to maintain the momentum of stability and cooperation between ASEAN and China,and work with ASEAN to explore a new model of power relationship and regional order.
