摘要
国家追求全面发展的目标,以及日渐融入世界并快速崛起的现状,催生了对陆地边疆前所未有的期待。陆地边疆及其治理对国家全面发展和崛起目标实现的影响日渐突出。这样的现实导致了陆地边疆治理在国家治理中的地位和对国家发展的意义空前凸显。陆地边疆有可能成为国家发展的新增长极。然而,传统的边疆治理架构和边疆治理实践,并未为今天的陆地边疆治理创造并提供必要的资源条件。今天的陆地边疆治理面临着治理资源不足的困扰。经济资源匮乏、社会资源短缺、政治资源不足等,已经对全面加强陆地边疆治理形成掣肘,致使陆地边疆治理的目标难以达成,制约了陆地边疆新功能的形成和发挥。然而,综合国力已经全面提升的中国,完全有条件和能力投入更加的资源于陆地边疆治理,进而全面改善陆地边疆治理的资源支持状况。在此条件下,突破陆地边疆治理的资源困境的关键在于,以新的视野和立足点来看待陆地边疆,以改革创新的思维在陆地边疆治理问题上做出合理的战略选择和策略选择。
The on-going realization of the overall development,the gradual mergence into the world and the rising status of China have resulted in more concern over our frontier regions and their administration.The frontier regions of China may become new growth areas of China due to their key role in the national administration and development.The framework and practice of the traditional borderland administration has failed to provide necessary resources for today＇s borderland administration.The scarcity in economic,social and political resources has hindered the overall efficient borderland administration in China and the full play of its new functions.Now China with a much stronger comprehensive national strength can afford more resources to its borderland administration to improve its efficiency.Thus,the key to the solution of its resource dilemma in its borderland administration relies on the new perspectives and stances as well as rational strategic choices based on reform and innovation.
