摘要
在"一带一路"倡议下,边疆从国家的边缘状态被推移到了全面发展和对外开放的巨大场域前端,边疆治理被置于国家整体发展战略规划场域。整体主义取向的边疆治理契合了边疆时空场域变迁的趋势,立足解决边疆地区多样性跨域性问题,实现对族际主义、地方主义治理取向的共生与超越。整体主义取向的边疆治理,需要正确认识和区分边疆治理与地方治理的差异,熟捻边疆治理的特征和在新时代所肩负的特殊历史使命,促进边疆治理的转型发展。
Under the “Belt and Road Initiative” proposal, frontier areas have been brought to the foreground of China’s overall development and opening to the outside world and frontier governance has also been included in the planning of the country’s l overall development strategy. The collectivism- oriented approach to border governance conforms to the trend of the changing spatial and temporal field of border areas.With a view to solving the diverse trans-regional problems of border areas,the approach will help realize the symbiosis and transcendence of the inter-ethnic and regionalist approaches to governance.To practise collectivism-oriented frontier governance,we need to correctly understand and differentiate between frontier governance and local governance,grasp the characteristics of frontier governance and know well the mission of frontier governance in the new era.
