摘要
日本以"建立新时代义务教育"为名,提出构建指导不得力教师管理体系。该管理体系对"指导不得力教师"的界定、指导改善研修办法、研修效果认定标准与操作流程以及研修后的处置等,都进行了较为详细的规定,具有较强的操作性。指导不得力教师管理体系不仅有利于促进指导不得力教师达到相应的标准,也有助于促进教师专业发展,进而实现教育质量的提高。
In the name of “innovating the compulsory education in the new era”, Japan has launched a project entitled “Management System of Ineffective Tutorial Teachers”. The system sets highly oper -able rules in the definition of ineffective tutorial teachers , ways to improve the tutorial the standard to assess the training effect , and the subsequent remedial measures . Therefore , the sys -tem is conducive not only in promoting those ineffective tutorial teachers to but also in serving teachers^ professional development , so as to improveeducational quality .
