摘要
教育援助是提高受援国教育发展能力的有效途径,也是援助国扩大本国国际影响、提升国家文化辐射力的重要方式。作为国际社会重要受援国的印度,其接受教育援助经历了从工具理性到人文理性、援助资金分配由经济领域逐步向社会部门流动、基础教育超越职业教育跃升为援助重点、援助方式由分散到聚焦等方面的变革。印度的变革对于我国在"一带一路"战略背景下实施国际教育援助有一定的启示。
Educational aid is an effective way to develop the education of recipient countries, meanwhile, it' s also an important initiative for donor countries to enhance their ability of international influence and cultural radiation. As an essential educational aid acceptance nation, India' s acceptance ideas have experienced a number of shifts during the educational aid history: from instrumental rationality to humanist rationality, the funds allocation has changed from the economic fields to the area of social sectors gradually; Instead of vocational education, elementary education become the key area of educational aid; Furthermore, the aid form turns to focus on the specific programs. Based on "The Belt and Road" initiative, the study of educational aid process of India enlighten us that the international education assistance is the key issue and China need to pay more attention to "humanistic poverty", "community of interests", and highlight the status of assistance in the field of basic education, thereby, enhancing education Effectiveness.
