摘要
新修订的《残疾人教育条例》对我国残疾人教育事业的发展具有重要影响。本文结合全程参与《残疾人教育条例》修订的经历和体会,对其修订的背景与推动因素、重要的理念变化、制度创新进行了全面论述,并就推动该条例的贯彻与落实提出了建议。
The newly-revised Regulations on Education for Individuals with Disabilities have an important effect on the education for disabled persons in China. This study, based on the author's experience in the complete participation in the revision of the Regulations, illustrates their background, driving factors, updated concepts, and system-based innovations, and offers suggestions for the improvement of the implementation of the Regulations.
