摘要
高速铁路运价既涉及广大人民群众的切身利益,也关系到高速铁路的可持续发展,更影响高速铁路作用的发挥。我国高速铁路从实行试行价格到由铁路运输企业自主定价,存在定价权限过度下放、运价形成机制缺乏限制性和运价水平较高等问题,导致运营效率总体低下,也有失公平。我国高速铁路具有诸多特性,承载着重大的历史使命,运价形成机制应以提高效率与体现公平为目标,商务座和特等座等高级席别实行市场调节价,一等座和二等座实行上限形式的政府指导价;不同线路的上限运价应该根据沿线地区的经济发展水平实行差异化。
The fare of high-speed railway is not only related to the people's interests, but also impacts on the sustainable development of high-speed railway, more influences the role of high-speed railway. In China, the lacks of high-speed railway's fare are that pricing authority is excessive lowering, the fare isn't limited and has a higher level. It leads to low efficiency and no fairness.Chinese high-speed railway has many features and the important historical mission, so the goal of the fare formation mechanism should be efficiency and fairness. The fare of higher level seats should be regulated by market and the fare ceiling of lower level seats should be limited. The ceiling level of different lines should be differentiated and the higher ceiling level of lines should be set in developed region than underdeveloped region.
