摘要
本文基于高速公路基础性和商品属性,从系统最优角度考虑高速路收费实现支付养护管理费用和建设道路贷款费用后收益最大费率优化问题。本文分析了通道使用者路线选择行为,在高速路和国道线路竞争件下使用者选择道路的影响因素,提出了道路用户效益最大化和选择成本最小化的基本原则;从通道管理者和使用者的角度,建立上层为高速公路收益最大、下层为路径阻抗最小随机均衡模型的双层规划模型;最后,结合某地区运输通道A地和B地实际情况进行实例分析,确定高速公路不同车型合理收费费率。
Based on the fundamental and commodity attribute, taking the income of highway fee balance the outcome of highway maintenance and loan for primary periodofinvestmentconstructionon the view of system optimum into the highway rate optimization; analyzingthe channel users' route choice behavior;analyzing principles of selecting the road for the user to choose the path under the highway and the national expressway and the basic principle of maximizing the efficiency of the road user and minimizing the cost of selecting the road.From the perspectiveof the channel manager and the user,establishingbi-level programming model of rate optimization with the highway-tollmaximum as theuppertarget and the minimumimpedance function based the stochastic equilibrium model as the lower target.Bi-level programming model could be solved with annealing algorithm by MATLAB20140a software programming,this method has high precision, and the lower model is iterated by MSA.Finallydetermine the reasonable toll rate of different vehicle in the instance of transportation channel between thedistrict A and B.
