汉宜高速公路分路段差异化收费费率研究 被引量:11

摘要 为进一步探索高速公路差异化收费的模式,提升费率标准的灵活性,以湖北省汉宜高速公路为例,根据汉宜高速公路各路段的交通流特征,提出了一种基于湖北省现行分车型收费的费率标准,同时进行分路段差异化收费的收费模式。基于湖北省高速公路各收费站的交通量数据,统计计算出汉宜高速公路各主要节点间的交通量,并根据交通流特征将汉宜高速公路分为6段。考虑高速公路运营者与道路使用者之间的博弈关系,引用双层规划理论构建了最优费率计算模型,其中,上层以高速公路运营者营运利润最大化为目标,下层以道路通行阻抗最小化为目标。采用模拟退火算法求解得出各车型的最优收费费率,以Logit模型对各路段、各车型的费率进行优化调整,得到不同路段、不同车型的费率标准。通过定量分析,对比了现行费率方案、各车型最优费率方案、分路段分车型收费方案。结果表明:相比于现行收费方案,各车型最优费率方案、分路段分车型收费方案均可实现道路运营者效益增加,同时均可改善各路段通行状况,但各车型最优费率方案是以增加平均每辆车的出行成本实现效益最大化,而分路段分车型收费不仅可使每辆车的出行成本平均降低6元,还可使道路运营者每月收益提升约1800万元,证明了分路段分车型收费方案的优越性。 In order to further explore the differentiated tolling mode for expressways and increase the flexibility of tolling rate standard,taking Wuhan-Yichang expressway in Hubei Province for example,according to the traffic flow characteristics of different sections of Wuhan-Yichang expressway,a tolling mode based on the current tolling rate standard of different vehicle types in Hubei Province while carrying out differential tolling of different road sections is proposed.Based on the traffic volume data of the expressway toll stations in Hubei Province,the traffic volumes between the main nodes of the Wuhan-Yichang expressway are statistically calculated,and the Wuhan-Yichang expressway is divided into 6 sections according to traffic flow characteristics.Considering the game relationship between expressway operator and road user,an optimal rate calculation model is constructed by using the bilevel programming theory,where the upper layer aims at maximizing the operating profit of expressway operator,and the lower layer aims at minimizing road traffic resistance.The optimal tolling rate for each vehicle type is solved by using simulated annealing algorithm,the rate standard for each road section and each vehicle type is optimized and adjusted with the Logit model.Through quantitative analysis,the current rate scheme,the optimal rate scheme for each vehicle type and the tolling scheme by road section and vehicle type are compared.The result shows that compared with the current rate scheme,the optimal rate scheme for each vehicle type and the tolling scheme by road section and vehicle type not only can increase the benefit of road operator,but also can improve the traffic condition of each road section.However,the optimal rate scheme for each vehicle type is to increase the average travel cost per vehicle to maximize the benefit,while tolling scheme by road section and vehicle type not only can reduce the travel cost of each vehicle by 6 yuan on average,but also can increase the monthly income of road operator by about 18
