摘要
发挥市场配置资源的决定性作用,并不是政府不需要在经济领域扮演重要角色,而是政府角色的转型。从市场经济发达国家的经验看,使市场在资源配置中起决定性作用和更好发挥政府作用,必须厘清政府和市场的边界,减少政府对经济的直接干预,转而为经济活动提供有效规制。规制指的是政府为控制市场运作而使用的一套特定的技术,目的是矫正市场失灵。从干预型政府向规制型政府变迁,是推进国家治理现代化的必然选择。而要实现这种转变,必须界定政府规制的内容、主体与工具,明确政府规制的范围和方式。从干预型政府到规制型政府是一个制度变迁的过程,制度变迁不仅会成为影响经济绩效的重要变量,也会成为社会发育的重要根源。建构面向国家治理现代化的规制型政府,必须夯实政府规制的法律基础,重塑政府规制的制度体系,提升政府规制的能力水平,创新政府规制的方式方法,抑制政府规制的寻租腐败。
To allow the market to play a decisive role in the allocation of resources does not mean that the government no longer needs to play a major role in the economic sphere; rather, it entails the transformation of the role of the govern- ment. The experience of advanced economies indicates that to allow the market to play a decisive role in the allocation of re- sources and to give a better play to the role of the government, the boundary between the government and the market must be clearly delineated; moreover, it＇s crucial for the government to minimize direct intervention in the economy and to pro- vide effective regulation for economic activities. Regulation refers to a particular set of technologies employed by the govern- ment to control market operations in order to correct market dysfunctions. The transformation from an intervention-type gov- ernment to a regulation-type government is necessitated by the modernization of state governance. To facilitate such a trans- formation, it＇s crucial to define the contents, responsible parties and tools for government regulation and clarify its scope and means. The transformation from an intervention-type government to a regulation-type government is a process of insti- tutional change, and such a change will become not only an important variable affecting economic performance, but also be- come an important source of social growth. To build a regulation-type government oriented towards state governance mod- ernization, it＇s imperative to consolidate the legal foundation of govemment regulation, reshape the government regulation system, enhance government regulation capacity and standard, introduce innovative governmel^t regulation practices, and inhibit rent-seeking and other forms of corruption in government regulation.
