摘要 本文围绕应急广播预案建设,在阐述广播预案作用的基础上,分析了应急广播平台如何构架与实现应急广播预案,重点说明了数字预案的实现过程。同时,通过辅助决策分析结合电子沙盘直观地展示了应急广播预案可调度资源。其次,本文对应急广播机制的运行工作进行了研究,包括组织机构、信息接入、应急预案、资源响应与预案执行等。最后,以某地发生灾害事件为例,介绍了整个应急广播系统及应急广播车应对突发事件的运行机制。 This paper focuses on emergency broadcasting constructions, and analyzes how to realize an emergency broadcasting plan, especially a digital emergency phm. Firstly, by a decision-making analysis and electronic sand table, this paper presents scheduling resources in the emergency broadcasting plan. Secondly, this paper studies the emergency broadcasting mechanism, including the organization, information access, emergency plan, resource response and its implementation and so on. At last, taking the disaster event in one place as an example, this paper introduces the operation mechanism of the emergency broadcasting system and the emergency broadcasting vehicle.
