摘要
养老服务体系受到福利类型差异的影响而呈现出不同的发展状态。本文根据哥斯塔·埃斯平-安德森对于福利国家类型的划分,以瑞典、英国、美国、日本、法国为例,对不同福利类型下养老服务体系形成历史和标志性事件进行系统梳理,将五国养老服务体系的发展历程划分为三个阶段,进而探索养老服务体系发展的一般规律。在此基础上,界定我国养老服务体系的发展阶段,并从明确养老服务体系战略目标、加速迈进快速发展中期、平稳衔接快速发展后期和完善过渡期老龄法律法规体系等方面提出加快我国养老服务体系建设的措施。
Care system for the elderly as a subsystem of the social welfare is influenced by the welfare type. It shows a different state of development. According to the types of the welfare state divided by Gosta Esping-Andersen, taking Swedish, England, America, Japan, France for example, this paper divides the development of the care system for the elderly into three period based on the formation of history and landmark events. Common rule is explored by analyzing the characteristics of the elderly care system. Then combined with the current situation of the care system for the elderly in china, this paper puts forward some suggestions such as clearing strategic goals, accelerating the pace of entering into the middle stage of the rapid development, connecting the late stage of the rapid development smoothly, improving the aging law system.
