摘要
基于非期望产出不同处置性,利用三种DEA模型与Malmquist生产率指数,对京津冀城市群的环境效率及其变化趋势进行了实证分析。结果显示:非期望产出不同处置性对环境效率有较大影响,京津冀城市群对于碳排放的敏感度要大于二氧化硫;环境规制可以提升京津冀城市群的整体环境效率;促进环境效率提升的主要因素是技术进步效率,纯技术效率的作用不明显,规模效率有微弱的阻碍作用;经济发展水平、产业结构、对外开放程度和城市化水平与环境效率之间存在着显著的负相关关系;环境治理能力对环境效率存在正向影响,但不显著。
Using the different disposability of undesirable outputs by DEA model and Malmquist Index,this essay calculates the environmental efficiency and its tendency Jing-Jin-Ji urban agglomeration. The results show that different disposability of undesirable outputs has a great significantly impact on environmental efficiency. The sensitivity to carbon emission is bigger than to sulfur dioxide in Jing-Jin-Ji Urban Agglomerations. Environmental regulation can improve the whole environmental efficiency of Jing-Jin-Ji Urban Agglomerations.The main reasons for the increase of environmental efficiency is the efficiency of technological progress. The effect of pure technical efficiency is not obvious for environmental efficiency,and the scale efficiency has a small obstacle for environmental efficiency. Economic development level,industrial structure,the degree of foreign opening up,urbanization level have significant negative relative relation with environment efficiency. The ability of environment governance has positive influence on environmental efficiency,but not significant.
