摘要
新常态下资源环境消耗型经济增长模式难以为继,提高生态效率成为经济高质量发展的必然选择。文章构建考虑温室效应与雾霾污染的生态效率评价指标体系,运用非期望产出Super-SBM、ESDA和GWR模型,对2010-2018年浙江省69个县域生态效率进行"定量测度—时空演化—空间集聚—因素剖析"的综合研究。结果显示:研究期内浙江省生态效率的总体水平不高且进程相对缓慢,2010-2016年呈"N"字形波动徘徊态势,2016年之后相对稳定且趋于上升;省内生态效率空间分布具有明显的"马太效应",高值区主要集中在浙江大湾区经济带,低值区以面状分布于浙北边界地带、浙西南和台州北部;空间集聚的强度呈"V"字形变迁,形成以绍兴县、宁波市区和台州市区为核心的三级热点格局,以景宁县等为核心的冷点连绵区域;生态效率受科技创新、财政分权、金融集聚、贸易开放和人口密度等因素影响,影响强度呈空间分异特征。据此提出合理调控不同县域发展要素、实施差别化地区发展策略的对策建议。
In the context of the"new normal",it is difficult to continue the resource-intensive economic growth model,and improving eco-efficiency is an inevitable choice for high-quality economic development.This paper firstly constructs an evaluation index system of eco-efficiency considering greenhouse effect and haze pollution,and then conducts a com⁃prehensive study of"quantitative measurement-temporal and spatial evolution-spatial agglomeration-factor analysis"on eco-efficiency of 69 counties in Zhejiang province from 2010 to 2018 by using methods such as Super-SBM model,ES⁃DA and GWR model.The results show that during the study period,the overall level of eco-efficiency in Zhejiang is not high and the process is relatively slow.From 2010 to 2016,the eco-efficiency fluctuates in the shape of"N";after 2016,it is relatively stable and tends to increase;the spatial distribution of eco-efficiency in the province has obvious"the Mat⁃thew Effect".The high value areas are mainly concentrated in the economic belt of the Zhejiang Greater Bay Area,while the low value areas are distributed in the border area of north,southwest and the north of Taizhou;the intensity of spatial agglomeration changes in the shape of"V",forming a three-level hot spot pattern with Shaoxing county,Ningbo city and Taizhou city as the core,and forming a cold point continuous region with Jingning county as the core;eco-efficiency is in⁃fluenced by the level of scientific and technological innovation,fiscal decentralization,financial agglomeration,trade opening and population density,and the influence intensity is characterized by spatial differentiation.Therefore,the coun⁃termeasures and suggestions are put forward to rationally regulate the development factors of different counties and imple⁃ment the development strategies of different regions.
