摘要
廉政风险文化是在对国家公职人员开展廉政风险管理过程中孕育、运用和成熟起来的,是现代企业管理手段在国家公共管理事务中的延伸和扩展,也是一种全新的文化理念和元素。廉政风险文化包括精神文化、行为文化、制度文化、预控文化、价值文化、自信文化等六个方面。本文将对廉政风险文化进行内涵外延逻辑释义,并对廉政风险文化自信及制度建设等治理架构方面进行研究,力求勾画出具有中国特色的蕴含有危机意识、传统精神、制度目标的国家公职人员廉政风险文化体系。
integrity risk culture is raised, utilized and grown up in integrity risk management to the national civil servants. It is the extension and expansion of modern enterprise management methods in the national public administration affairs, and also a kind of new cultural ideas and elements. Integrity risk culture includes six aspects, that is spirit culture,behavior culture, system culture, precontrol culture, value culture and confidence culture. This article logically explains the connotation and denotation of integrity risk culture, and makes researches on governance structure such as culture confidence and system construction to a integrity risk culture for civil servants with Chinese characteristics, including crisis consciousness, traditional spirit and system target.
