摘要
文章通过对苏南C市S镇"毁麦种树"事件的"过程-事件分析",审视土地流转过程中各行动者的行动策略。流转主体"缺席"导致农户无谈判权与农村土地产权残缺导致村集体无决策权相互作用,使得流转程序不规范、不公正;土地流转定价机制单边化和收益分配机制非市场化导致农户利益受损;"无主体熟人社会"导致农民自组织结构空白,在合法权益遭到侵害时,集体上访成为其唯一选择。因此,尽快建立科学的土地定价机制及合理的利益分享机制,防止地方政府以土地规模经营之名行伤农害农之实;同时,以新型城镇化为契机,突破"无主体熟人社会"运作困境下自组织空白导致农民利益表达的非制度化也是基层治理转型亟待解决的问题。
Based on the case study of ＂destroying wheat for planting trees＂ event of S Town,C City in south- ern Jiangsu Province through ＂process-event analysis＂, illustrate the acting strategies of all stakeholders, ＂Absence＂ of transfer suhject resulting in lacking of non--bargaining rights and the ＂incomplete＂ of collective land properties interact together so that transfer procedures are not standardized and unjust.Both unilateral land transfer pricing mechanism and non-marketing income distribution mechanism cause damage to peasants＂ interests.＂Baseless Society of Acquaintance＂ leads to the ＂vacuum＂ of self-organization mechanism among peasants.When the legitimate rights and interests are infringed,collective petition becomes the only choice.Therefore,establish a scientific land pricing mechanism and reasonable interest sharing mechanism as soon as possible in order to prevent harm from the local government in the name of land scale operation. Meanwhile,it is urgent for transformation of grassroots governance to solve the problem to take neo-urbaniza- tion as an opportunity, break the ＂vacuum＂ of self-organization mechanism in ＂Baseless Society of AcQuaintance＂ .
