摘要
人口老龄化问题是现代社会普遍关注的焦点,如何在老龄化社会背景下应对劳动力资源供给和养老难题是政府急需解决的重要课题。本文从人力资本视角出发,通过对国内外低龄老年人力资源开发的研究,结合辽宁省劳动力资源市场供求现状,针对低龄老年人力资源开发过程中存在的问题,提出相关建议。希望能通过转变观念、提高投资收益期、降低投资风险、增加人力资本投资等措施来推动低龄老年人力资源开发利用。
The studies on human resources of younger elderly people were summarized. The current situation of demand and supply for labor resource in Liaoning province was described. Accordingly,some suggestions about how to develop the labor resources of younger elderly people in Liaoning province such as changing ideas,prolonging investment benefit period,reducing investment risks and increasing investment into labor capital are proposed.
