摘要
[目的/意义]反恐情报与决策、行动一体化联动是有效应对恐怖组织网络化发展的必然要求。加强此问题研究具有重要的理论和现实意义。[方法/过程]在参考大量文献和借鉴反恐实践的基础上发现,一体化联动模式下,反恐情报精准快捷,决策判断细致全面,行动打击果断有效,三者互依互存难以割裂。三者呈现出了非线性的作用机理。在复杂的作用机理下,各要素之间存在着诸多制约因素。[结果/结论]应将反恐情报融入决策与行动,建强自动化信息处理系统,完善跨部门反恐协同机制,构建严密的数据管束机制。
[ Purpose/Significance] The anti-terrorism operation integration of intelligence, decision-making and action is the necessary trend for solving the problem of increased terrorism networking development. The research on such a topic has important practice and theoretical value. [ Method/Process] Based on the qualitative literature and experience on anti-terrorism practices, it is found out that under the anti-terrorism action integration system, the anti-terrorism intelligence is more accurate and is quicker to acquire, the decision-making is meticulous and comprehensive, and the action is resolute and effective, they show high level correlation dependence. In addition, they are based on the misalignment relationship, and there are lots of constraints. [ Result/Conlusion] We must integrate the intelligence into decision and action, improve information management efficiency, perfect cross-department anti-terrorism mechanism, and construct closed data management mechanism.
