摘要
总体国家安全观视野下,中国反恐战略要以确保人民安全为核心,社会发展为首要,综合统筹"国内与国外、线上与线下"几个主战场,运用非传统安全手段来解决恐怖主义威胁,聚力消除国内恐怖主义生存土壤,并在国际反恐斗争中承担相应责任。中国反恐战略是总体国家安全观的先进理论与中国反恐现实相结合的结果,是理性的、先进的和综合的。总体国家安全观视野下中国反恐怖战略必须采取综合治理的模式,在此模式下,要将加强国际合作、情报主导反恐、促进区域交流、打击网络恐怖主义作为具体的战略实现路径。
It is important to take people＇s security as the core,social development as the primary focus,to make overall planning towards several major battlefields at home or abroad,online or offline,to take non-traditional security measures to deal with the threat of terrorism,to strive to eliminate the threat of domestic terrorism and bear the corresponding responsibility in international community in fighting against terrorism. Rational,advanced and comprehensive,China＇s anti-terrorist strategy is the result of combining advanced theory of holistic state security with China＇s particular conditions. From the holistic national security perspective,China＇s anti-terrorist strategy has to be integrated into a comprehensive approach. In the comprehensive management mode,we should strengthen international cooperation in the mode of intelligence-dominant counter-terrorism,promoting regional exchanges and cracking down on Internet terrorism.
