摘要
边防社区警务反恐是边境地区反恐怖斗争的源头性、基础性工作,是对传统被动应对式反恐手段的新突破,是全民反恐的战略支撑。应充分利用社区警务的资源优势,最大化地动员社区民众,建立健全社区警务反恐工作新格局,完善反恐工作体系,坚持专群结合、依靠群众,以社区为单位,加强反恐联动,形成全民反恐的社区警务新思路。
Border community policing against terrorism is the fundamental and basic work of the anti-terrorism in some border areas,which is a breakthrough from the traditional passive anti-terrorism approach,as well as the strategic support of universal anti-terrorism. With the increasingly serious anti-terrorism situation,effort shall be made to make full use of the resources of community policing,to mobilize community residents to the greatest extent possible,to establish a sound pattern of anti-terrorism community policing,to improve the anti-terrorism system involving both the special task units and ordinary people so as to enhance the community-based cooperation and develop a new approach to comprehensive anti-terrorism on the basis of community police.
