摘要
新型城镇化进程中凸显的民生问题亟须以公共服务精细化治理进行回应。对重庆南坪街道公共服务改革的个案分析表明:公共服务精细化治理需要以载体重构实现行政流程再造和公共服务的标准化、分类化,以政府为主导构建复合式协作治理框架,形成以需求为导向的公共服务供需匹配配套机制。正确处理政府、社会、市场的关系,是精细化治理的进一步提升方向。
The social and livelihood issues highlighted in the new-type urbanization need to be responded by the idea of the refinement governance of public service. Taking an example of Nanping in Chongqing, it finds that： firstly, ＂ the refinement governance of public service ＂ needs administrative process reengineering, basic public service standardization and classification; secondly, the governance framework of cooperation construction with government lead should be established; thirdly, a mechanism of demand and supply and demand matching could be formed. In future, ration ship of the government, society and market need to be dealt with correctly in practice to maximize the governance efficiency.
