摘要
从公共管理的角度衡量,农村社会治理绩效可以在公共性、社会性和有效性三个维度上展开。以此为据,在华东三省市开展的调查结果发现,农村社会治理存在着公共性分化、社会性依附和有效性非均衡等现象。基本判断是,国家大政方针得以贯彻落实,但同时存在治理弱点和盲区;在治理格局上,"强政府弱社会"格局没有改善,存在多重依附现象;在治理能力上,农村自主治理的可提升空间十分巨大。基于此,研究提出的建构性主张是:以问题为导向,实施精细化治理。
In the perspective of public administration,the performance of social governance can be designed on three dimensions: publicity,sociality and validity. The survey data,which were taken from five rural counties in three Eastern China Provinces,showed that differentiation,dependency and unbalance exist among the general governing performance. The basic judgment is that state policies and guidelines basically could be carried out but the governing weakness and blinding sports still exist. In governing structure,the structure as strong government and weak society hasn't been changed,besides,an overlapping phenomenon exists. In governing ability,the rural places have a large room for self- governance. The constructive idea of the paper is that refined governing should be carried out according to the present problem.
