摘要
目的了解2010-2014年我国疾病预防控制中心机构及人员变化情况,对存在问题进行分析并提供相关建议和措施。方法通过整理和分析2011-2015年《中国卫生和计划生育统计年鉴》的数据,对2010-2014年我国疾病预防控制中心机构和人员变化情况进行描述和分析。结果 2010-2014年我国疾病预防控制中心机构数量年均增长率为-0.16%,疾病预防控制中心人员年均增长率为-0.39%,疾病预防控制中心人员占常住人口万分之1.4左右。2014年,疾控人员中专业技术人员占81.4%,专业技术人员中35岁以下的比例为25.4%,本科及以上的比例为34.0%,高级专业技术人员占10.0%。结论疾病预防控制中心机构配置数量基本达标,但疾病预防控制人力资源总量不足、结构不合理以及总体素质偏低,且有逐年减少趋势,为满足和适应人民群众日益增长的公共卫生服务需求,应进一步改善和优化疾控机构和人才的配置。
Objective To explore the changes of institutions and staffs of center for disease control and prevention(CDC) between 2010 and 2014 and provide some relevant suggestions and measures. Methods The data in Chinese statistical yearbook of health and family planning from 2011 to 2015 were analyzed to find the changes of institutions and staffs of CDC between 2010 and 2014. Results From 2010 to 2014, the average growth rate per annum of institutions and staffs in CDC were -0.16% and -0.39%. There were just about 1.4 CDC staffs per ten thousands residents. In 2014, the professionals accounted for 81.4% among all CDC staffs. Among the professionals, 25.4% were under the age of 35, 34.0% were bachelor degree or above, and only about 10% were senior professional technicians. Conclusion The number of CDC is almost conform to the standard, but there are exist some problems in CDC staffs, such as lack of CDC staff, unreasonable staff structure and low professional quality. We should further improve and optimize CDC institutions and staffs to meet the needs of the increasing public health services.
