摘要
针对PPP污水处理项目特许期内污水处理价格受多种因素影响而不确定的问题,从实现项目的社会效益最大化以及三个主要参与方(政府、私人投资者和消费者)利益均衡的角度,本文构建了系统动力学(SD)和多目标规划(MOP)耦合模型(SD-MOP),研究特许期内污水处理价格的动态调整机制。利用MOP模型求解三方满意的最优污水处理定价方案;SD模型模拟特许期内最优定价方案下PPP项目外部以及内部环境的变化,为MOP模型提供动态参数,从而获得调价方案。并以某市PPP模式下的排水企业为例,运用所构建的方法分析其服务价格以及居民实际支付价格合适的调整时机以及调整幅度,旨在建立一套科学合理的方法,为管理者和研究人员对PPP项目的主动管理提供理论依据和参考。
In the concession period of the wastewater treatment project under Public-Private Partnership( PPP) pattern,many factors would lead to the uncertainty of wastewater treatment fee,from the perspective of achieving the maximization of social benefits and the balance of the three main participants' benefits( government,private investorsand consumers),we developed a coupled model which includes system dynamics( SD) model and multiple objective programming( MOP) model to research the dynamic pricing of wastewater treatment in theconcession period. The optimized pricing schemewhich satisfies the three participants was gained by the MOP model; and the internaland externalenvironment of the PPP project under the optimized pricing scheme was simulated by the SD model,then the SD model provided the dynamic parameters for the MOP model. So,the price adjustment plan was obtained. This methodology was applied in a drainage enterprise under PPP pattern to analyze when and how to adjust its service prices and the wastewater treatment fee that resident actually pays. This study aims to establish a scientific and reasonable method to offer managers and researchers the theoretical basis and reference for the active management to PPP projects.
