摘要
目前,湖南省生态公益林发展面临着过分依赖中央和地方政府扶持、补偿机制僵化、林农收益较低、公益林经营管理方式落后等问题。针对以上问题,从给付主体、补偿方式、补偿标准、受偿主体四个层次提出了生态公益林多渠道补偿机制模型。给付主体为政府和社会相配合;补偿方式为现金补偿、技术补偿和能力补偿相结合;补偿标准兼顾生态效益价值和经济价值;受偿主体涵盖林农和其他利益相关者,从而形成政府、社会公众、企业和林农的多元互动的良好局面,由此提高和保障林农收益,激发其参与生态公益林建设的积极性。
The establishment of an effective compensation mechanism for ecological public welfare forest plays an important role in promoting the modernization of environmental governance capacity and governance system in Hunan Province,and achieving the goal of building abeautiful Hunan.Currently,the development of ecological public welfare forest in Hunan Province faces with some problems,such as excessive reliance on government support,rigid compensation mechanism,low income of forest farmers and backward public welfare forest management methods.In response to the above problems,this paper proposed a multi-channel compensation mechanism model of ecological public welfare forest from four aspects:compensation subject,compensation mode,compensation standard and compensation subject.The compensation subject was the cooperation of government and society,the compensation mode was the combination of cash compensation,technical compensation and capacity compensation,the compensation standard took into account the ecological benefit value and economic value,and the compensated subject covered forest farmers and other stakeholders.In this way,a good situation of multiple interactions among the government,the public,enterprises and forest farmers would be formed,which could improve and guarantee the income of forest farmers,stimulate their enthusiasm to participate in ecological construction.
