摘要
2015年1月26日,《国务院关于国家重大科研基础设施和大型科研仪器向社会开放的意见》(国发〔2014〕70号)发布,要求加快推进科研设施与仪器向社会开放,进一步提高科技资源利用率。国内大部分科研院所建有形式多样的公共试验平台,为提高单位工作效率、提升科研工作水平、满足社会测试加工需求等做出了重大贡献。文章通过对农业科研领域有特色、有成效的公共实验平台的调研,汇总了成功经验,提出了现代科研院所公共实验平台建设运行的人员管理"三类人员"、仪器管理"三个系统"、服务支撑"三库合一"和监督保障"两个专家组"的构想和建议。
The State Council has published the ＂Opinions on Opening Up Major National Scientific Research Infrastructure and Large-Scale Scientific Research Instruments to the Public＂（No. 70 Document of the State Council in 2014） on January 26, 2015. In this article, the scientific research infrastructures are required to accelerate the rate of opening to the society and achieve better utilization of scientific resources. So far, various public experimental platforms have been founded in most domestic research institutes. These platforms have made great contributions on improving working efficiency, accelerating the level of scientific research, meeting the demand of society testing and processing and so on. The successful experiences of the effective public experimental platform in the field of agricultural scientific research were summarized in the paper. Based on the successful experiences, some suggestions, like ＂three types of personnel＂ for labor management, ＂three systems＂ for instrument management, ＂three libraries＂ for service support and ＂two expert groups＂ for supervision, were provided to construct modern public experimental platform.
