摘要 文章针对高考地区不公现象,提出了兼顾效率与公平的高校招生名额分配模型,即以各地区考生占全国比例为基础,用"基础教育水平系数""政策扶持系数"和"地方倾斜系数"进行微调来测算国办高校在不同地区的招生名额。根据不同级别的高校,提出了三种典型的名额测算办法,即绝对公平原则下的名额配置模型、效率优先原则下的名额配置模型和公平与效率兼顾原则下的名额配置模型。国地合办高校可依据其办学经费来源将其名额资源分为两部分:全国公共资源部分和地区公共资源部分,其中全国公共资源部分可直接借用上述模型,地区公共资源部分可由各地教育主管部门和学校协商确定其在不同地区的招生计划。既体现了公平与效率兼顾的原则,也可为不同类别、不同级别院校招生名额分配提供具体参考。 In order to mitigate the inequitable allocation of the college entrance examination quota, this paper proposes a model for its rational allocation. A basic model is built by selecting“ basic education level coefficient” ( A),“ policy support coefficient” ( B) and “ policy preferences coefficient” ( r ) based on the total number of candidates for each region, the national total number of candidates and total admission of col-lege programs. According to the different ranks of the universities, three typical models for its allocation are built: the quota allocation model under the principle of absolute fairness, the quota allocation model under the principle of efficiency - first as well as the quota allocation model balancing between efficiency and fair-ness. Considering the founding sources in universities, the quota in any college or university is divided into two parts: the national public quota and the regional public quota. Taking the national public quota as an ex-ample, the district public resources section can be negotiated by the local education departments and schools to determine its enrollment plan in different regions, which reflects the principle of fairness and efficiency and could provide some technical references for a better reallocation in the admissions of the national universities and colleges.
