摘要
风险沟通是危机应急管理的重要组成部分,是国际卫生条例重要内容之一,已被世界卫生组织(WHO)确定为指导公共卫生应对传染病威胁的一项核心能力。WHO风险沟通原则包括:建立信任、及时公布信息、保持透明、关注公众和提前预案。本文总结分析了WHO风险沟通原则在中国首例输入性中东呼吸综合征(MERS)防控中的成功应用,为风险沟通在公共卫生应急风险管理中发挥的作用提供依据。
Risk communication is an essential component of crisis emergency management and is one of the important part of the International Health Regulations, which has been identified as a core competence for guiding public health responses to infectious disease by World Health Organization (WHO). The principles of WHO risk communication include trust, announcing early, transparency, listening and planning. This paper analyzes the successful application of WHO risk communication principles in the management of first imported case of Middle East respiratory syndrome (MERS) in China to provide evidences for the role of risk communication in public health emergency risk management.
