摘要
风险社会每一项与经济增长、社会发展相关的公共政策与建设项目都离不开大规模的科技应用,但公众对科技潜藏"副作用"有着不断加深的认识,这些认识为大规模"邻避运动"提供了丰富的恐惧与焦虑情绪土壤。化解公众疑虑情绪是避免"邻避运动"危及社会稳定的前提,这一事实提供了一条通过强化风险沟通、改善公众参与进而提高公共政策安全性的可能路径。广东茂名PX事件为如何有效进行风险沟通提供了宝贵经验和教训。
Every kind of public policy and public project related to economic growth and social development in risk society cannot be separated from large--scale application of technology. However, people have been aware of the Side Effects of science and technologies more and more. So there arises rich emotional anxiety and fear as a soil for large scale NIMBY movement. It is possible to avoid NIMBY movement endangering the social stability through overcoming the public doubts and anxiety. This logic provides a possibility for improving public participation and public policy security on the path of risk communication. The Guangdong Maoming PX event revealed some valuable experience and lessons on how to operate risk communication effectively.
