摘要
提出基于超效率数据包络分析(DEA)模型和Malmquist指数的公共交通企业运营绩效组合评价方法,系统分析公共交通运营状态,为科学评价城市公交运营绩效,改善公交服务水平提供决策依据。以长三角地区13家公交企业为研究对象,选取运营车辆数、从业职工数和百公里油耗为投入指标,选取车辆行驶公里数和乘客运载人数为产出指标,基于超效率-数据包络分析(SE-DEA)模型与Malmquist指数从生产效率、服务效率和综合效率三方面对公交企业运营绩效进行综合评价。结果表明:公交企业运营绩效波动较大,且呈现下降趋势;技术进步缓慢和规模效率不佳是造成运营绩效下降的主要原因。根据评价结果,从企业运营和行业监管2个角度提出可行的建议,以促进公交行业能够健康有序地发展。
The hybrid evaluation method combining the SE-DEA model and Malmquist index is proposed to measure the operations performance of public transit firms. The model comprehensively describes the operations status of transit operators and provides managerial implications to scientifically evaluate their operations performance and improve their services. Taking 13 transit firms in Yangtze Delta Region of China, the number of standard vehicles, the employees and the fuel consumption per hundred kilometers are selected as the input indicators of performance evaluation, and the vehicle kilometers per year and the passenger boarding per year as the output indicators. The operations performance, which includes production efficiency, service efficiency and combined efficiency, is calculated by SE-DEA model and Malmquist index. The results show that, the operations efficiencies of public transit firms fluctuate widely, and present a declined trend. The slowness of technical improvement and the decline of scale efficiency are the bottleneck factors restricting the operations efficiency. According to the results, some feasible suggestions are proposed from perspectives of both the firm operations and industry regulation to improve the health and order of the development of public urban transport systems.
