摘要
[目的/意义]专利创造能力是知识产权示范市专利能力评价的重要组成部分,如何评价和提升专利创造能力是知识产权示范市研究的关键。[方法/过程]基于专利拥有量、专利受理量、专利授权量、专利视撤率和专利视放率构建了专利创造能力评价指标体系,并采用灰靶决策方法对我国25个知识产权示范市的专利创造能力进行了实证研究。[结果/结论]计算得到25个知识产权示范市的专利创造能力排名结果,并与国家知识产权局所公布的排名进行了对比,验证了灰靶决策法的适用性,最后对结果进行了分析评价。
[ Purpose/Significance] Patent creation ability is an important part of patent ability assessment for intellectual property demonstration city. How to evaluate and enhance the patent creation ability is a key to the research of the intellectual property demonstration city. [ Method/Process ] This paper built the evaluation index system of patent creation ability based on five areas, including the patent ownership, patent pending amount, patents granted, patent depending on withdrawal rate and patent depending on the release rate. We made an empirical research on the patent creation ability of 25 intellectual property demonstration cities using the grey target decision method. [Result/Conclusion] And we got the ranking results of 25 intellectual property demonstration cities about patent creation ability. To verify the applicability of the grey target decision method, this paper＇s ranking results were compared with the rankings published by the State Intellectual Property Office of the P. R.C. Then we analyzed and evaluated the ranking.
