摘要
英国脱欧及更为宏大的逆全球化浪潮表明,再国家化正获得新的动力,欧盟研究似应更加关注其成员国甚至地方政府的能动性。在欧盟多层治理体系中,成员国始终发挥着决定性作用,而欧盟超国家机构与成员国地方政府的直接联系又使得后者在欧盟治理中的作用提升。对中欧合作而言,欧盟多层治理体系可能导致双方在治理目标、治理能力及治理机制上的严重非对称性,进而为合作设置诸多无形障碍。这在中欧气候合作中体现得相当明显,并在2009年丹麦哥本哈根举办的联合国气候变化大会上集中爆发出来。为应对欧盟多层结构与中国单一制国家结构在双方气候合作中造成的问题,应该探索一种以多层对多层的中欧气候合作关系。中国与欧盟目前在气候合作领域已初步具备多层次合作框架,这些合作分别在中国与欧盟超国家机构、成员国和社会主体三个层面展开。展望未来,中欧双方应推动具有相似特征的城市建立中欧城市气候伙伴关系,维持长期稳定合作,破解彼此间气候合作的非对称性难题。
Brexit and stronger anti-globalization tides show that re-nationalization is gaining fresh momentum,and EU studies should pay more attention to the initiatives of its member states and even local governments.In the EU multilevel governance system,member states always play a decisive role,while direct links between EU supranational agencies and member states' local governments improve the latter's effects on EU governance.For China-EU cooperation,the EU multilevel governance system may lead to asymmetry in governance objectives,governance capacities,and governance mechanisms for both parties,thus create obstacles for the cooperation.These obstacles are evident in China-EU climate cooperation,highlighted by the 2009 Climate Conference in Copenhagen.Difficulties in China-EU climate cooperation caused by EU multilevel governance and China unitary governance call for multilevel arrangements for China-EU climate partnership.At present,the multilevel framework in China-EU climate cooperation consists of supranational agencies,member states,and major social bodies of the two sides.In the future,both China and the EU should give more weight to local governments,so that cities with similar characteristics may establish climate partnerships.The two sides should maintain long-term and stable cooperation,exchange experience in the process of economic transition,and solve asymmetric problems in climate cooperation.
