摘要
国务院599号令明确了稳控系统切负荷等同于故障损失负荷。区域切负荷比例过高会导致严重的电网安全事故等级和事后追责。研究通过动态调整电网分区结构解决部分对控制时间要求不高的紧急状态以减少控制切负荷量非常必要。当存在多个动态分区方案可以解决电网紧急状态时,采用多目标决策从备选方案中选择最优动态分区方案。当仅依靠动态分区技术不能解决电网紧急状态时,为降低电网损失,需要在计及电力安全事故风险的前提下考虑动态分区与紧急切负荷措施协调配合。通过实际电网算例验证,采用计及电力安全事故风险的电网动态分区与切负荷协调控制,可在保证系统安全的前提下,减小负荷损失量,降低电网整体电力安全事故等级。
The Ordinances of Electrical Security Accident Emergency Disposal and Investigation published by State Council has made it clear that load shedding in the stability control system equals to load loss in the system fault. The excessively high ratio of area load shedding may result in severe accidents of high level in the power grid and responsibility should be taken after the accident. Hence the study of solving the problem of some emergencies which have low demand of time control by adjusting the divisional structure of the grid dynamically to decrease the load shedding amount is very necessary. When there are more than one dynamic divisional proposal to deal with the emergency, optimal one with multi-objective optimization should be taken. When the emergency cannot be solved only by dynamic divisional technology, to reduce the loss of the grid and consider the electric safety accidents, the coordination between dynamic division and the measurement of emergency load shedding should be taken into account. According to the simulations of actual cases, under the guarantee of safety system, the decrease of load loss and lower level of electrical accident can be true by adopting the coordination between dynamic division of the grid and load shedding.
