摘要
近年来,非洲经济快速发展,大学科研观念开始转型,非洲区域组织、政府和大学纷纷出台加强大学科研的政策。这些政策旨在建立系统有效的科研管理体制及多种协同创新平台,提高科研信息化水平。但目前大多数非洲大学在科研管理能力建设、科研地位、科研条件及科研实效等方面面临困境。中非大学科研合作应该明确合作的目标和重点领域,致力于发掘现有平台潜力,拓展非洲本土新平台,参与非洲大学科研一体化进程,建立健全合作的评估与激励机制。
African economy has been developing rapidly in recent years, African universities and their re- search ideas begin to transform, and African regional organizations, governments and universities have introduced the policies to strengthen the university research. These policies aim to establish the comprehensively effective system and institutions for research management and a variety of collaborative innovation platforms, to improve the informationalized level of research, etc. But overall,the African university research faces adverse conditions in such areas as management capacity construction, the research＇s status, condition and relation with reality and its effectiveness. China-Africa university research cooperation needs to clarify the main objectives ,key areas and partners of cooperation, to be committed to the compaction and a connotation development of the existing plat- forms, meanwhile to expand new platform into the continent of Africa, to participate in the process of African uni- versity research integration, and to establish and perfect the assessment and incentive mechanism of China-Africa university research cooperation.
