摘要
高校教育职员制是国家深化人事制度改革,探索和完善党政机关、企事业单位分类管理的一项重大制度设计。高校实施教育职员制是遵循大学管理工作规律,深化内部治理体系、完善人事分类制度改革、构建与市场经济同频共振的人员新陈代谢体系的重要举措。教育职员制的实施,标志着高校管理人员队伍的专业化、职业化建设进入新的历史征程。文章立足高校教育职员制改革实践,以问题为导向,深入探讨高校教育职员制的制度设计,剖析高校教育职员制的实施困境,探索深化改革的路径。
The administrative staffing system in universities is a vital system design, which helps the country deepen the reform of the personnel system, explore and perfect the classified management of the party and government departments, the enterprises and institutions. The implementation of the administrative staffing system follows the university management rules, strengthens the reform of internal management system, im- proves the reform of personnel system and constructs a resonance frequency personnel metabolism system with the market economy. The implementation of the administrative staffing system marks that the professional and specialized construction of administrative personnel has embarked on a new historical course. Based on the re- form practice of the administrative personnel system, taking the problem as the guide, the paper discusses the system design of the administrative staffing system in university in depth, analyzes the development dilemma, and explores the reform path to deepen the reform.
