摘要
农村宅基地闲置部分科学有序的退出是实现城乡建设用地增加挂钩的重要途径,而宅基地退出的影响因素直接关系到农户退出宅基地的积极性。选取闽南地区3个地市内21个自然村作为样本,采用问卷调查和深度访谈法获取研究数据,基于Logistic回归模型测度各因子对闽南地区农户宅基地退出的影响系数。结果表明:(1)闽南地区农户中有意愿退出宅基地的比例约为30%;(2)农户退出宅基地意愿的主要影响因素依次为户主受教育水平、家庭年总收入、生活环境、农业收入比重、职业培训情况、家庭宅基地面积、住房成新度、家庭总人数、退地政策了解程度、户主年龄;(3)其中户主受教育水平、家庭年总收入、退地政策了解程度和职业培训的影响方向为正,其他因素作用方向为负。在宅基地退出过程中应充分尊重农户的意愿,将宅基地退出与就业培训、产业发展、农民安居、政策宣传相结合。
Farmers＇ exiting for rural residential land is a key way to realize the linkage between urban-land taking and rural-land giving. And influencing factors of exiting for rural residential land is directly related to the enthusiasm of farmers. The field survey samples covering 21 villages of 3 cities were collected in Southern Fujian. This paper applied questionnaire and logistic model analysis methods to measure influence coefficient of the farmers＇ exiting impact factors in Southern Fujian. The results show that the ratio of households who want to exit residential land was close to 30 %. According to the effect degree, the factors of the farmers~ exiting willingness were the education level of household head, total annual household income, living environment, proportion of agricul- tural income, vocational training, residential land area, housing into a new degree, total number of family mem~ bers, the level of understanding policy and the age of household head. The education level of household head, total annual household income, the level of understanding policy and vocational training had positive roles in farmers exiting willingness. The others had negative roles. The paper concludes that government should fully respect the willingness of famers in exiting process of residential land. And the exiting of residential land should combine with job training, industrial development, farmers~ homes and policy advocacy. The results also provide reference for drawing up the management policy of rural residential land and reasonable guiding famers of residential land exiting.
